    STANDARD MINIMUM QUALIFICATIONS

    Education :

    Advanced University degree in Statistics, Data Science, Economics, Food Security, International Affairs, Agriculture, Environmental Science, Social Sciences or other field relevant or First University Degree with additional years of related work experience and / or trainings / courses.

    Experience :

    More than five years of working experience with designing and conducting analysis. Experience in poverty or food security data statistical analysis, or analysing national survey data such as household budget surveys, income and expenditure surveys, and demographic and health surveys, will be an advantage.

    Knowledge & Skills :

    Advance knowledge of statistical analysis software (SPSS, Stata, R) familiarity with quantitative and qualitative survey techniques practical knowledge on different types of research design in social research a strong statistical background that will facilitate the use of relatively complex and rigorous analytical methods, including small area estimation, principal components analysis, different sampling strategies, etc.

    Languages :

    Fluency in both Spoken and Written Arabic & English Languages.

    ORGANIZATIONAL CONTEXT

    WFP Regional Bureau for the Middle East, North Africa, Central Asia and East Europe (RBC), based in Cairo, contributes and supports the governments in the region to increase food security for vulnerable populations through providing technical supports and guidance to the Country Offices.

    JOB PURPOSE

    Statistics and data analysis are key areas of focus in regional VAM strategy to make progress in food security and vulnerability analysis, nutrition analysis, providing essential guidance for programme targeting, all food security related research, and Early Warning.

    A strong statistical capacity in RBC is essential to allow WFP to rapidly respond by providing accurate information and provide support to the VAM evidence base that supports food security and nutrition policies and programmes (e.

    g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

    Against the background, the RBC VAM seeks for an experienced, resourceful, strategic and dynamic professional, who can further explore opportunities in the region and bring a tangible progress in the areas statistical analysis.

    The Food Security Analyst will work under the supervision of Head of VAM.

    KEY ACCOUNTABILITIES (not all-inclusive)

  • Provides technical guidance for designing and conducting assessments / surveys, including questionnaire, sampling design, analysis plan, data collection, computation, interpretation, and presentation / reporting of results for food security and nutrition surveys and indicators.
  • Conduct food and nutrition security analysis for selected countries using data collected though national household surveys (e.
  • g. household budget surveys, income and expenditure surveys).

  • Conduct statistical analysis of the necessary variables to develop food systems / economy zones, risk zones, and food insecure population / areas in support of WFP operation in the region.
  • Review tools and methodologies used to analyze food and nutrition security in national data collection systems to standardize the WFP’s approach to food security analysis

    lead Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.

  • Explore opportunities for food security analysis to contribute to targeting and monitoring national social safety nets programmes
  • Contribute to development of partnership with national and regional institutions
  • Contribute to other food security related studies to enrich RBC knowledge in key areas that would ultimately enhance WFP’s contribution to food insecure and vulnerable population
  • Participate in food security related coordination forums, Inter Agency forums, working groups, technical meetings and training activities within as well as outside of WFP.
  • Provide expert advice on key food and nutrition security indicators that best describe the vulnerability contexts in the RBC countries including for emerging issues such as urban food insecurity and resilience
  • Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
  • Provide food security data analysis training for national statistical agencies in RBC countries, as well as WFP and VAM staff in country offices (COs)
  • DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • VAM analysis is to contribute to national food security policy and strategies, through working in partnership with national statistical agencies in RBC Countries
  • The standard approach to food security analysis using national household data collection system is documented RBC VAM relevant staff are trained to conduct high level statistical analysis
  • Partnerships with national statistical agencies in RBC countries are developed / strengthened
  • Staff from national statistical agencies are sensitized and trained to conduct food security and vulnerability analysis.
  • Lead the collection of primary and secondary data as appropriate.
