The Deputy Program Manager assists the Program Manager in planning, directing controlling and monitoring Strategic Business Unit programs to ensure satisfactory completion of the program objectives.
Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract.)
Manage the program to ensure fulfillment of contractual obligations including cost, quality and schedules while maintaining company profit goals.
Assist in all phases of programs from inception through completion.
Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary and recognition / disciplinary actions.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms / conditions of contract;
participate in the negotiation of contract and contract changes.
Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule and technical performance.
Develop new business or expands the product line with the customer.
Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Direct the work of employees assigned to the program from technical and administrative areas.
Coordinate and / or approves local operating and personnel actions, policies and procedures within the generalized framework of overall corporate guidelines.
Responsible for contract administrative functions including safety, security and labor reporting.
Ensure adherence to established standards of individual performances and site discipline.
Manage monetary resources in such a manner to keep the contract within budget guidelines and meet all budget objectives.
Assist in the oversight of vehicle fleet management, vehicle maintenance, facilities maintenance, sourcing, property management and supply chain management.
Perform other duties as assigned.
Knowledge & Skills
Ability to read, write and communicate effectively in English.
Ability to develop and maintain excellent customer relationships.
Knowledge of the Federal Acquisition Regulation (FAR).
Strong organizational and analytical skills to support site operations.
Proficient in Microsoft Word, Excel and Outlook software.
Strong interpersonal skills including negotiation, interpersonal, and project management.
Ability to effectively interface with various levels of employees and management.
Experience & Education
Bachelor’s degree in Business Administration / Management or equivalanet related experience.
Five (5) or more years’ experience in related field.
Five (5) or more years’ supervisory experience.
Physical Requirements / Working Environment
Living and working conditions at assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Must be able to walk and stand on level and / or inclined surfaces for up to twelve (12) hours per day and sit for up to eight (8) hours per day.
Place of duty and environmental conditions can be extremely austere, harsh and work can be performed under hostile and life-threatening conditions.
Ability to travel domestically and internationally.
