Job Summary :

Administration & Training Manager will be in charge, but not limited; to organize and control training and administration services for the company,managing & Supervising All Administration, Logistic Activities.

The Administration & Training Manager is reporting to the Refinery Manager.

PROJECT DESCRIPTION :

An Oil Refinery Located in Mostorod Area , Cairo , EGYPT, with capacity 140,000 BPD, Operates different units as NHT, CCR, DHT, HCU, HPU, VDU, DCU, DEU, Sour Water Stripping Unit , Amine Treatment and Regeneration Unit, Utilities, Sulfur Recovery Unit , and TGU.

Responsibilities :

  • Ensure the working environment is maintained in a safe state
  • Be aware of and follow company procedures regarding fire drills, health and safety inspections
  • Ensure any visitors are properly supervised and follow safety procedures while on company property
  • Ensure the reporting of accidents and infectious diseases as required by company procedures
  • Follow recommended practice in regard to visual display equipment and keyboard use, to avoid potential problems
  • Organize and Control the Work of the Administration Sections
  • Arrange and administer the provision of services for building facilities maintenance, landscaping, office machines repair and catering services
  • Control and administer the replacement or repair of all office furniture.
  • Control the provision of a mail collection and delivery service within the company
  • Arrange and co-ordinate all employee travel and transportation requirements
  • Arrange, monitor and maintain all necessary admin related insurance policies
  • Initiate the update of administration procedures when necessary
  • Arrange and co-ordinate issue of Work Permits, Residence permits and Egyptian Driving Licenses
  • Liaise with company general managers to determine practical requirements for job succession plans
  • Refine the preliminary plan and issue for agreement by departmental general managers
  • Review and revise plans periodically in the light of changes in business plans
  • Discuss training needs with department general managers
  • Review and revise the training program periodically and in the light of changes in business plans
  • Select and manage the work of in-house and external instructors
  • Control the work of the training department’s employees
  • Approve training objectives and work standards for instructors
  • Select instructors from in-house staff as required
  • Select external instructors and training providers as required
  • Control the petty cash expenditure.
  • Monitor expenditure on a monthly basis and take prompt action to deal with variances
  • Monitor, Review and Develop the Performance of Administration Services
  • periodically audit procedures to ensure compliance
  • Seek feedback from company managers on performance of the administration team
  • Formulate plans to correct variances and improve performance
  • Gain understanding and agreement for improvements to training and then implement
  • Monitor and review the performance of service contractors and support the contracts officer in controlling the contracts
  • Initiate the negotiation of new contracts to deal with anticipated requirements for the future
  • Consult with other department managers on administration matters
  • Identify key administration issues on the company and initiate appropriate consultation
  • Respond promptly to queries from department managers and seek appropriate specialist advice if necessary
  • Motivate, train and develop the company’s personnel
  • Assess performance of employees in key areas to identify training and development needs
  • Implement company procedures in respect of training and development.
  • Periodically monitor the preparation and implementation of the company’s training plan.
  • Prepare in conjunction with the financial affairs department the budget needs for the training plan.
  • Contribute to Planning the Provision of Administrative Services for the Company
  • Prepare, in conjunction with the HR and Administration General Manager, annual plans for deployment of administration resources
  • Prepare, in conjunction with the HR and Administration General Manager, plans for new recruits’ transportation.
  • Required Qualifications :

    YEARS OF EXPERIENCE REQUIRED : Position requires 16 Years of experience in Administration & Training field in an oil / gas or hydrocarbon industry.

    TYPE OF EDUCATION : must have at least a Bachelor's degree or Master Degree.
