Job Summary :
shall provide full coordination and integration for all instrument and control maintenance activities in order to maintain refinery production, this position will provide leadership and direction to Instrument& Control team.
Instrument and Control Manager is reporting to the Maintenance General Manager.
Project Description :
An Oil Refinery Located in Mostorod Area , Cairo , EGYPT, with capacity 140,000 BPD, Operates different units as NHT, CCR, DHT, HCU, HPU, VDU, DCU, DEU, Sour Water Stripping Unit , Amine Treatment and Regeneration Unit, Utilities, Sulfur Recovery Unit , and TGU.
1.Ensure company health, safety and environmental policies.
2.Ensure all instrument and control maintenance activities are carried out to the best industry standards and according to refinery procedures and work instructions.
3.Prepare the annual instrument and control maintenance plans and budget.
4.Direct the work of instrument and control maintenance engineers and supervisors to ensure implementation of the agreed plan and within agreed budget.
5.Oversee the selection of materials and spare parts required for maintenance.
6.Liaise with operations and other maintenance departments to confirm work schedules.
7.Oversee the management of any backlog of work.
8.Ensure the work of maintenance contractors is coordinated and monitored.
9.Assume delegated authorities and responsibilities from the Maintenance General Manager and utilize this facility to progress instrument and control maintenance activities accordingly.
10.Prepare such reports and communications as required, or directed for from the Maintenance General Manager at agreed intervals.
11.Monitor the standards and productivity of the instrument and control maintenance team against industry benchmarks.
12.Identify areas for improvement in the instrument and control maintenance department and put forward recommendations to the Maintenance General Manager.
13.Direct the instrument and control maintenance team to ensure compliance with production requirement and quality system.
14.Direct the preparation and implementation of instrument and control activities during shutdowns and other special activities.
15.Assess performance of subordinates in key areas to identify training and development needs.
16.Ensure a shared skills approach to maintenance tasks in support of production efficiencies.
17.Ensure the implementation refinery regulations in respect of emergency shutdown systems are implemented, including routine testing, over-rides and reporting of incidents.
18.Control of tools, equipment, consumables usage and performance.
Required Qualifications :
1.Experience with the above duties and responsibilities are essential.
2.Extensive knowledge and hands on experience in the maintenance of different field instruments and DCS / ESD / PLC / VMS / AMS systems.
3.Strong Management and communication skills. Management certificate is a plus.
4.Experience in dealing with ERP systems.
5.Excellent verbal and written communication skills in English.
YEARS OF EXPERIENCE REQUIRED : Position requires minimum 20 years of experience in oil refinery or petrochemical plant with at least 3 years at the same position.
TYPE OF EDUCATION : Must have at least a Bachelor's degree in Electrical / Electronic Engineering.
